"The race was won in slightly controversial fashion by a dodgy Marilyn Monroe impersonator who had to have emergency repairs after their wig became stuck," he said.
"But I think Peter's imposing frame might have brought him undone especially being on a four-stroke motorised esky.
"The race was won by Peter Smallie.
"Competitors had to drive their eskies full of ice down the main street hitting top speeds of 20 kilometres an hour before they had to empty them and turn around and dash back to where they started.
"The kids had water bombs, water pistols and were pelting them all the way down and back which was hilarious," he said.
First in the open section was Tony Madden and partner Jenny with 'Bessie' who finished in a time of eight minutes and 38 seconds ahead of Rod Bird and Cameron Pharoh in Rusty who finished in a time of nine minutes and 54 seconds.
The overall winner was Luke Cantrell and Paul Kucera who raced through in a time of six minutes and eight seconds in Devil's Apprentice, but it was half a minute outside the record time of 5:39 set in 2012.
Phil Saville and Michael 'Fish' Cole finished in a time of seven minutes and 29 seconds with Savish.
Mr Rogers saved special mention for the crew in Hastings Diesel Injection Service who didn't finish.
"The wheels fell off Russell and Matt's billycart ... literally," he said.
Volunteers are being encouraged to get involved next year as Mr Rogers said they were finding it increasingly difficult to fill the positions each year.
"We only had a small field with five starters this year which was down on last year," Mr Rogers said.
"This year we competed with a lot of events like the Tastings on Hastings and the Ironman so we're finding it difficult to find spare weekends.
"Anyone who is interested in being a volunteer next year should visit our website at www.billycartclassic.com.au.
