This follows separate incidents in the preliminary final last Sunday at Wauchope, where the Sharks qualified for the grand final by defeating Wauchope 12-4.
The committee looked at a video of the game on Monday before charging the players.
Cudmore has been charged with striking, Hawkins with contact with the head of an opponent not in possession of the ball.
The Sharks are due to play minor premiers Port City in the grand final at Port Macquarie Regional Stadium on Sunday.
Meanwhile, Wingham second rower Joel Kliendienst will also face the judiciary on Thursday night. He was sent off in Wingham’s minor semi-final loss to Port Macquarie on Saturday August 11.
He didn’t appear before the judiciary after pleading guilty and receiving a four match suspension.
However, the matter has since been reviewed by Group Three chairman Wayne Bridge, regional director Kevin Hill and Country Rugby League chief executive Terry Quinn, who agreed Kliendienst’s case should have been sent to the judiciary.
