Richard Michael Simpson, 53, of Cowdery Street, has pleaded not guilty to the charge.
Simpson appeared in court on June 20 where he did not apply for bail and it was formerly refused.
He appeared before Magistrate Price.
The alleged incident took place in Cameron Street, Wauchope at about 9am on March 14.
Officers from Mid North Coast Police District were contacted after a four-year-old girl had been allegedly sexually touched by an unknown man while out shopping with her family.
An investigation was subsequently launched by detectives from the Child Abuse and Sex Crimes Squad, with the assistance of Mid North Coast Police District.
Police alleged in court that the man exposed himself to the young girl before sexually touching her, and then leaving the area.
The man was refused bail and will next appear in Port Macquarie Local Court for committal on August 22, 2019.
